BACKGROUND INFORMATION ON ICAO AIR SERVICES NEGOTIATION (ICAN) CONFERENCE FOR 2013 (ICAN/ 2013)


What is ICAN

ICAN was established as a result of the 2003 International Civil Aviation Organisation (ICAO) 5th Worldwide Air Transport Conference (ATConf/5). During this Conference ICAO, among other things, was tasked with the issue of how they could facilitate and assist States in the liberalisation process. This Conference concluded, inter alia, that “ICAO should explore the feasibility and possible benefits of serving as a global marketplace, where ICAO provides facilities and any expertise that may be required for States to discuss and exchange market access at the bilateral, multilateral and/or plurilateral levels”. The performance of this task was subsequently endorsed by the Council of ICAO.

The International Air Services Negotiation Conference (ICAN) is a unique forum under the auspices of the International Civil Aviation Organization (ICAO). South Africa was requested to consider hosting through the 23rd AFCAC Plenary. 

Aim

The role of ICAN is to facilitate air service negotiations between contracting member states, and improving efficiency of the negotiation processes. It is designed to provide contracting member states with a central meeting place to conduct bilateral air services negotiations with identified contracting member states, thereby saving costs incurred when travelling abroad to meet bilaterally with counterpart(s).

The (ICAN) is a concept conceived by the ICAO Air Services Negotiations Confenrence to provide states with a central meeting place to conduct multiple bilateral, multilateral regional or plurilateral air services negotiations.

In all the Conferences that have taken place, South Africa first participation was at the 3rd Conference (ICAN/2010), which was held at Montego Bay, Jamaica from 28 June to 2 July 2010. Subsequently, South Africa also attended and participated at the 4th Conference (ICAN/2011), held in Mumbai, India. However, the 5th Conference (ICAN/ 2012) was held in Saudi Arabia and South Africa did not attend. 

The 6th  ICAN Conference is scheduled in South Africa on 8 – 13 December 2013, at the International Convention Cetre (ICC), in Durban, South Africa. The invitation for South Africa to host this prestigious event stems from the 23rd African Civil Aviation Commission (AFCAC) Plenary which took place in Accra, Ghana from 2 – 5 April 2013. During this Session, the issue of an African State hosting the 6th ICAN was raised. South Africa was requested by the Plenary to rise to the occasion. AFCAC and ICAO were subsequently advised of South Africa acceptance to host the 6th  ICAN.


PARTICIPATION


Q    This is a closed Conference and participation is free. It is expected that 600/ 1000 delegates (aviation experts) will participate.

Q    Participants cover own travel and accommodation.

REGISTRATION

The ICAO Secretariat will provide pre-registration of delegates to the Conference. Participating States are required to notify the ICAO Secretariat in advance of the names of their delegates. Upon receipt of such notification, the ICAO Secretariat will confirm the registration of the delegates. On-site registration of delegates will also be available at the venue of the Conference. Identity badges will be issued to each participant for access to the Conference and related activity/services.
