The purpose of this tender document is to invite your institution or firm to:-
tender for appointment to compile an interactive data of the minibus taxi industry per province, district and local levels. This data should have the following fields:
- the distribution profile of the minibus taxis(GIS based)
- categorised age of the present fleet per area
- numbers
- Owner details
- Permit numbers
- Routes serviced and numbers (GIS based)
- Route density index (GIS based)
The taxi industry is a critical backbone of the South African public transport sector, currently being the most available mode to urban transport customers. 65% of all public transport trips in South Africa are carried by minibuses, 20% are carried by bus, and 15% by rail.
The unsubsidized taxi industry operator has consistently out-performed subsidized bus and rail services, both in terms of costs and efficiency, and therefore presently has 65% of market share in the public transport sector. Intervention to ensure recapitalisation is essential, given the number of our commuters at risk.
The taxi industry process has reached a critical stage in its development where the emphasis is now on delivery. By the end of 2003 if nothing is done, 80 000 vehicles could fall out of the taxi fleet due to their age, reducing the fleet size by two thirds. In addition, this would translate in the loss of more than 80 000 jobs. Government has to intervene to avoid this potentially, a national crisis.
The Taxi industry recapitalisation project must therefore be seen in this background as a process whose outcome will have far reaching effects on the current and future state of the minibus taxi industry. Therefore the democratisation of the industry, the establishment of co-operatives, and the commitment of the government to assist the industry by facilitating the recapitalisation of the taxi fleet alongside the requirements for compliance with respect to the formalisation and regulation, is intended to stabilise the industry, create significant empowerment opportunities at the level of individual operator as well as at a collective level through cooperatives within a framework of black economic empowerment in the economy.
WHY DO WE NEED THE DATA?
One of the key actions that need to be effectively implemented before the commencement of the recapitalisation plan is enforcement. Lack of reliable data has been one of the causes of the delay in the development of the minibus taxi permits enforcement strategy. This data is essential as well for the scrapping allowance projection, South African Revenue service purposes and as well as fare collection projection etc.
The successful tenderer is responsible to collect and compile an interactive web based data of the minibus taxi industry per province, district and local levels. This data must be organised along the following fields:
- The distribution profile of the minibus taxis(GIS based)
- Categorised age of the present fleet per area
- Numbers
- Owner details
- Permit numbers
- Routes serviced and numbers (GIS based)
- Route density index (GIS based)
The product will have to be presented to the department in Soft- web based (CD) and Hard copy format.
Successful tenderers will be required to sign a property, performance and confidentiality agreement with the department before the commencement of the assignment
The above tasks require the team to the process to be competent and conversant in a variety of skills in public transport strategic planning and , management, and in particular the collection and compilation of public transport records and data as well as having the ability to integrate these diverse skills. The fields are:
5.1 Understanding of the position and role of taxi industry in the provision of public transport in South Africa;
The team must be conversant and well informed about trends in the taxi industry restructuring, including the recommendations of the National Taxi Task Team with regard to economic assistance and the implications of the recapitalisation of the mini-bus taxi industry on the emerging taxi industry;
5.2 Passenger Transport Policy & Strategic planning
The team must be knowledgeable with transport policy, strategy, planning & regulatory frameworks and the particular constraints faced in applying the preferred solutions to problems confronting the passenger/ public transport sector in South Africa. A comprehensive overview of the major issues involved in transport sector restructuring, finance and regulation;
5.3 Taxi industry operations
The team must be conversant and well informed about trends in the passenger transport industry, including approaches to transport restructuring, rationalisation and realignment. A practical knowledge and exposure with the issues confronting the development and operations of the minibus taxi industry in the provision of public transport in our in South Africa will serve as an advantage;
5.4 Magnitude of data in decision making processes
The team must be conversant, fully aware and involved in strategic data collection , compilation and processing activities which assist in the planning, operations and management of public transport infrastructure and operations. Such company will have to demonstrate its proven capacity in this area.
5.5 Constitution with the regard to powers and responsibilities of different layers of government
The team must have a working knowledge of the South African Constitution with regard to powers and responsibilities of different layers of government and be able to distill the most appropriate skills required in the different spheres;
5.6 Relevant experience
The company must be able to demonstrate that it has been involved in projects of a similar type and magnitude in the past.
Apart from requiring specific expertise as set out above, the company should also be selected in accordance with the following criteria:
- such firm should be in a position to dedicate experienced individuals to work on the Project
- experience has shown that these type of projects can be carried out cost effectively and thoroughly with additional capacity sourced through a network of contact persons in the industry as well as in complimentary institutions.
A detailed project proposal must be submitted by the Tenderer containing the following:
- the work procedure to be followed in order to obtain the required results and to execute the task as mentioned in paragraph 3
- financial proposal consisting of tenderers envisaged dedicated personnel composition number of hours to be spent on the project and hourly rates of dedicated personnel.
Every tenderer must make provision for his own administrative back-up and therefore provide his own typists, secretaries, and other administrative staff. Caution is therefore advised in the calculation of the hourly tariff of services to be rendered.
The Government operates within a set framework for public and private governance. The following questions which should be addressed in your proposal serve to assist the National Department of Transport (NDOT) to determine the tenderer’s commitment to the government’s aims, and also to guide the tenderer in making proposals to further the aims of the reconstruction and development.

The Department will use the information provided to evaluate the proposal against the criteria specified below.
The criteria for evaluation will be based on a three phase process with the fulfilment of all the criteria excluding cost being evaluated first and then an evaluation of the price.
